EMS Billing: Frequently Asked Questions:
I. Can volunteer, non-profit, or a municipal service bill?
- Yes, in most cases, volunteer, non-profit and municipal services can bill once the proper paperwork is filed. With a billing program, the revenue that is received (primarily from insurance companies) can be used for any organizational need such as: vehicles, equipment, facilities, training, OSHA compliance, or staffing. It may also help reduce or eliminate the need for fund raising or government subsidies.
II. Can we bill only the non-residents?
- All patients or their insurance must receive a bill by federal regulations. Selective billing is illegal.
III. Can we bill only insured patients?
- No. All patients transported are billed, including un-insured patients. Claims are submitted for those who are covered by an insurance, whether Medicare, Medicaid or private insurance.
IV. Once Medicare has paid their portion of the charge, what happens with the balance?
- If a service accepts Medicare assignments and Medicare pays 80% of the allowable charge, the 20% balance is either submitted to a secondary insurance (i.e. AARP) or is billed to the patient. All patients who do not have a secondary coverage must receive at least one bill by federal regulations.
V. If we bill, will it increase the insurance rates of the people in our community?
- Ambulance costs are less than 1% of health care expenditures. Billing at the allowable cost will have minimal impact on insurance premiums.
VI. Will our patients be hounded by bill collectors?
- No, our approach for billing is that we deal with the Insurance companies. No collections or threats. In fact we offer a toll free number for patient’s questions. After the predetermined bills have been sent, we can turn the bills over to your department for you to determine what actions you want to take to collect the bill.
